Building cohesion: new scenarios for inner areas.

The Territorial Strategy for Mountain and Inner Areas (STAMI) of the Emilia-Romagna Region aims to reduce disparities between inner and mountain areas and more developed zones. The programme, aligned with the European Territorial Agenda 2030, focuses on three main actions: recognising the specific characteristics of mountain areas, creating tailored funding calls for these territories, and promoting integrated territorial strategies. These strategies are designed to encourage active participation by local areas and ensure the complementary use of European and national funds, thereby improving the effectiveness of interventions.

STAMI involves the most fragile and peripheral municipalities, with the goal of tackling territorial inequalities. In addition to the four pilot areas already identified under the National Strategy for Inner Areas (SNAI), five new areas have been added, including Eastern Parma Apennines and the Modena Apennines. The strategy is mainly financed through the ERDF Programme, alongside other European funds such as EAFRD and NRRP.

The development of the STAMI strategies requires strong collaboration between local areas and public authorities. The Region has launched capacity building initiatives to strengthen the planning abilities of local bodies. As of March 2023, all areas involved had produced draft versions of their strategies, which are currently being refined in collaboration with the Region.
